A Building Permit for the demolition of a structure is required under Village Code Section 5-2-1 and Section 105.1 of the 2018 International Building Code.

Submit a completed building permit application form and the following documents.

GENERAL SUBMISSION REQUIREMENTS:

  • Two copies of a current Plat of Survey showing the location of any well and/or septic systems are also required to be submitted along with the building permit application.
  • Proof of ownership (copy of property deed), and a written statement by the property owner detailing their intent and future use of the property must be submitted along with the building permit application.
  • If a septic system exists on the property, the applicant must submit a copy of the septic pumping bill indicating that the septic tank has been properly drained. An inspection must be scheduled to witness the cracking of the bottom of the septic tank after the tank has been pumped.
  • The following releases/verifications of disconnections must be submitted to the Community & Economic Development Department prior to the issuance of a building permit to demolish any structure to which the utilities listed below have service connections.

Notification shall be sent to neighboring property owners in accordance with Village Code 5-2-2 (D)

All structures for which the demolition permit has been issued shall be removed in their entirety from the site and disposed of, per all applicable laws and ordinances, including all foundations and slabs.

Upon completion of the demolition, the lot shall be graded to achieve proper site drainage and to establish an approved turf material, or an approved Permit for new construction shall be secured.

Notice Required: 5-2-1 D 
For all permits where site construction fencing shall be required as a condition on commencement of construction, the applicant shall provide written notice to all persons to whom the current real estate tax bills are sent, as shown on the records of the Vernon Township Assessor's office, for all lots any part of which lie within two hundred and fifty feet (250') of the property lines of the lot for which an application has been filed. Such written notice shall give;  

  • The number, if any, assigned to the application
  • The common address of the parcel or parcels involved in the application
  • The name and daytime telephone number of the applicant 
  • The name and daytime telephone number of the person responsible for supervising the work on a daily basis
  • A brief description of the proposed improvements

All such notices must be sent no more than 15 days following the date the application has been filed. Notices shall be sent by certified or registered mail, return receipt requested. The applicant shall file one copy of the notice and a sworn affidavit containing a complete list of the names and last known addresses of all property owners entitled to notice and served, and attach thereto copies of all senders’ receipts as documentation of compliance with this provision. Such affidavit shall be filed with the Community & Economic Development Department not more than four days following the date such notices were mailed.

Exemptions:

  1. For any subdivision or planned unit development which has been granted final approval within the preceding six months, the foregoing notice requirement shall apply only for the first building permit application. In the event more than six months elapse between building permit applications in such subdivision the foregoing notice requirements must be repeated.
  2. The foregoing notice requirements shall be waived in the event the subject parcel or parcels were subject to a public hearing under Title 6 of the Village Code for which a notice of hearing was sent within the 90 days preceding the date on which the application is filed.

GENERAL INSPECTION AND PERMIT INFORMATION: 

  • Contractor/Homeowner shall be on site with the approved plans for all required inspections.
  • Allow 24 hours advance notification for required inspections. 
  • Inspection scheduling hours are Monday through Friday 8:30 a.m. to 4:00 p.m. 
  • Call Community and Economic Development to schedule inspections at 847.913.2325 or fax your inspection request to 847.883.8608.
  • The Village strives to provide timely review comments, however, up to a three week review period for first comments may be necessary. 
  • This permit will be valid for a period of six months from the date of permit issuance. After that time period, a new permit and fee will be required. 
  • Applicant shall be responsible for all issues regarding construction and compliance under this permit. It is common practice for the contractor to sign as the applicant.
  • Permitted hours of construction for Commercial Contractors are as follows:

MONDAY THROUGH FRIDAY 7:00 a.m. to 7:00 p.m.
SATURDAY - 8:00 a.m. to 6:00 p.m.
SUNDAY – No work permitted.
